Yeah, parts of it look Czech, but parts really don't make sense... maybe it's a mix....

The feeling I get (not translated) is that it's a "wish" for "mom", that you would have a long life and - maybe - something like heaven on earth... but I don't know.... I'm thinking more and more it's more of a mix of 2 languages.

Elf 2002 is right; most probably Czech or Slovak. It's difficult to make out the words without the diacritics. "matka" means "mother/ mum", so it could be a dedication to Sviko by his/her mother. "dlouho" means "long" and "živ" means "alive", so maybe it's best wishes for a long life or so.

It's Czech or Slovak.

I don't speak it well enough to translate --- can tell you some of the words but not enough to make sense out of it.
