Below is a great website about parakeets/budgies with a page about the sex indicators. Like the guy says, if the budgie is under a year old it is hard/impossible to tell whether it is a male or a female.

A male parakeet has a blue beak. The female has a white or brown beak.

Right above their beak is a little thing called a cere, and if it's blue, you've got a boy, if it's brownish, it's a girl. I've had parakeets for years growing up, my favorite one was a little sky-blue female we named Zazu. She would communicate with you, and if you were in the room, she'd hop off her perch and sit on the side of the cage just to get as close as she could to you! Don't forget to make sure to feed them their special moulting food. Parakeets are understandably stressed when they are losing feathers from moulting...the special food will help them deal with it!

male budgies have a blue skin above their beak girls have grayish,although this doesnt start to appear about 6 mths old

If it is female it probably chirps a lot. Just like female humans.LOL
