I would be very interested in knowing precisely why the Police will do nothing, have you called them? Silly question, but sometimes people say this after a neighbour has apparantly called the Police and spread the gossip around the neighbours that the Police will do nothing.
Call the Police yourself, try to aim for when he is doing it and you'll get a faster response. Record your evidence, if not on camera then via a diary and find neighbours who have seen the same thing.
Is this males property a council property? If so, call them too and get him evicted.
Are the school aware? If not they need to be for the most important thing here, the childrens welfare.
This male has committed various possible offences here, specifically :
Exposure - Sexual Offences Act 2003
Outraging Public Decency - Common Law are the two that spring to mind.
I am very surprised that the Police will do nothing. If he is exposing himself and has been convicted in the past he is likely to be known to the local Police and/or a MAPPA subject. They will be very keen to arrest him and prevent him committing further offences.
I know that if this happened in my area and nothing was done, I would have been jumped up and down on from a GREAT height by now.
BTW, the offence of Indecent Exposure was repealed after the Sexual Offences Act 2003 was brought in. This replaces that offence with 'Exposure', which DOES NOT require the person that sees the genitals to be a female only.

Try informing the school where these children are from. They can make all the parents aware and the police may also take more note if a formal complaint comes from a school rather than an individual. It's frightening that not only this is going on but also the police have taken no notice of you. They seem to be more concerned with giving speeding tickets than dealing with these serious and dangerous criminals.

The actual indecent exposure part that people commonly refer to can only be committed against a female, but here are some other suggestions. It is an offence. Make an official complaint, regarding lack of action.
s.4 Vagrancy Act 1824
It is an offence for any male person to wilfully, openly, lewdly and obscenely expose his person (penis) with intent to insult a female.
May be committed in a public or private place.
s.28 Town Police Clauses Act 1847
It is an offence for any person wilfully and indecently to expose the person (penis) in a street or public place to the obstruction, annoyance or danger of residents or passengers.
May be committed in a public place only
Outraging Public Decency (Common Law)
It is an offence to commit an act of lewd, obscene or disgusting nature and outrage public decency.
May be committed in a public or private place.
Also, they are all technically arrestable, as are all offences now, but you have to justify the arrest, which in this case, will not be a problem.

I was attacked by a neighbour twice and now have a criminal record for affray.
The guy has a friend in the police.
This may be a similar situation. The chap is probably a serving police officer.
I strongly recommend that you do nothing.
You may recall a recent case (reported again in the Independent on Sunday, of a group of paedos who were members of the probation service and took over a childrens home?
Sit back and enjoy the fruits of New Labour and respect the man's civil rights.

Lodge a complaint against the police. What he is doing IS against the law, it is "indecent exposure" and could also potentially be "Inciting a riot". If this doesn't get anywhere contact The Sun newspaper who will be only to pleased to make capitol out of the situation and present themselves as heroes.

Get a video of him doing it. Don't let him see you taking it though. Take the video to the police. If they still don't do anything make copies for the parents, teachers, religious leaders and anyone else who may care. Send a few copies to local TV news channels too. In other words DON'T KEEP QUIET ABOUT IT.

If the police won't do anything he is not breaking the law! You seem to be making a lot of assumptions about this person. Perhaps you should go and have a word with him? He might be backward or not be aware of your concerns!

Go to a police station say you wish to make a complaint against police for neglect of duty.You will find that they have no choice but to record your complaint and act on the matter.
