It can be between 95 to 99 % alcohol. BUT IT IS NOT SAFE TO DRINK.
Rubbing alcohol is sometimes consumed by those who cannot afford or cannot legally buy beverage alcohol (ethanol). The minimum age of 21 to purchase alcohol in the United States does not apply to rubbing alcohol.
Isopropyl alcohol is oxidized by the liver into acetone. Symptoms of isopropyl alcohol poisoning include flushing, headache, dizziness, CNS depression, nausea, vomiting, anesthesia, and coma. It should be used in a well-ventilated area. Some cautions go so far as to say protective gloves should be worn while using it. Poisoning can occur from ingestion, inhalation, or absorption.
Rubbing alcohol products that contain methyl alcohol can cause blindness or death when consumed.

I am an expert on this. It's isopropyl alcohol, which is somewhat more toxic than ethanol and should not be consumed. No, it's not going to kill you dead unless you drank around an entire bottle and didn't get medical attention. It is not a highly toxic alcohol like methanol or ethylene glycol, which in small amounts can be fatal without an antidote.
In short, is it safe to drink? No. One ounce would be the equivalent to about two ounces of pure ethanol and thus it IS toxic. But is it a highly toxic substance? No it isn't and deaths from ingesting it are rare.

Almost every brand of rubbing alcohol is denatured which means that compounds have been added to make it unfit for human consumption. This will include a bad odor, taste and in many cases a compound that will induce vomiting.
There is no safe amount, rubbing alcohol does not break down in the body very well. Rubbing alcohol also binds to organic compounds and breaks them down which can result in ulcers, breakdown of blood vessels, blindness, even death
To answer your question, there is no safe amount.

Sometimes rubbing alcohol contains ethanol as well as isopropyl alcohol. When rubbing alcohol does contain significant amounts of ethanol, more poisonous and evil-tasting substances are added so that people won't drink it -- a process called ''denaturation." Often the poisonous additive is methanol, which, in addition to being toxic, can blind you if it doesn't kill you.
In other words, under no circumstances should you ever consider drinking any sort of rubbing alcohol!

Rubbing alcohol is not the same type of alcohol found in beer, wine, and whiskey. The type of alcohol there is ethanol. Rubbing alcohol will kill you, or cause severe gastrointestinal problems. My suggestion to you is don't do it. Pure ethanol is also dangerous. It is used as a type of fuel and also a preservative for certain lizards and snakes.

STOP!!!
Rubbing alcohol is isopropyl, not ethyl alcohol. It is different stuff entirely. It is strictly for external use. Just read the label on the container. That, alone, should change your mind on drinking the stuff.

Rubbing alcohol is isopropyl alcohol.
Drinking alcohol is ethanol.
The two are NOT interchangeable. It is not safe to drink isopropyl alcohol in any amount.
But to answer your question, rubbing alcohol is 70% alcohol; "Proof" refers to the ethanol content.

Don't drink it! It's not even "normal" alcohol (ethanol). It's Isopropyl alcohol and it is highly toxic. DON'T DO IT. It usually comes as 50% mix with water, but it's dangerous anyway. DON'T DRINK.
