I tried "winrar" I searched the web to find the right program but no good! I just have a standard windows Icon displayed that's how I know I need a program to oped it

in my experience there will either be a zip file that winrar should open ... or an executable that should just run wen u click on it ... otherwise its either an incomplete download or a bogus file ... or just plain the wrong thing u downloaded ..

Your question is not clear, you should have specified the file type atleast.
If the file ends with a ".exe" it's a executable file, it can open on its own.
Winrar is used when the file type is ".rar" or ".zip" etc
file type is the last three letters of a file
eg: winrar.zip
winrar.rar
winrar.exe
to know the file type of the file , just right click on the file and select properties

Try to find the extension of this file. Then U can find the correct program by visiting http://filext.com

1Give the website from where
you downloaded the program.
2. If it shows extn as file
rename it as xxxxx.exe and try.
