If its been awhile since you've installed your operating system I would do a format and start fresh.
Many computer experts recommend a hard drive reformat at least once a year. Reformatting the hard drive cleans out the Windows registry and removes any problem causing files.
Reformat the hard drive to return your computer to its original configuration. Reinstalling Windows and other applications after a hard drive reformat may repair previously unfixable problems.
Just my $.02

1.Unisntall Norton, maybe its hogging all system resources. Install AVG, its a great free virus scanner. Update and run scans, also run Spybot. 2.How much RAM do you have? Upgrade to atleat 1GB, more if you have many resource intensive programs. 3.Its VERY important to do drive maintenance regularly, all the symptoms you mentioned can be of an unhealthy drive. Firstly backup all data since If your drive is going for a toss, you dont want to lose everything on it. Its likely that your drive has got very badly fragmented and the sounds are coming due to the excessive disk activity. Analyze your drives and prepare for a defrag by first Uninstall programs that you dont need, burn music, movies pics etc onto DVDs ets, run a diskcleanup(get rid of temp files, recycle bin files, older restore points) and you should be able to get some space free. Most often an overloaded HDD which also gets severely fragmented becomes the cause of performance deterioration like hangs and lags while opening files and programs. If you are using the built in tool, make sure that no other program runs to interrupt its task, you need atleast 15% free space. Alternatively check out trial versions of automatic defragmenters which once installed do the job in the background without needing any manual intervention. 4.Reduce the number of programs loading at startup.

I would suggest to call your manufacturer regarding your situation. At times it can be your operating system that has too many files and in order to clean it your manufacturer has IT specialist to assist you in this matter.
