From IRS Publication 17 (you can download it at irs.gov) in Chapter 32, Child and Dependent Care Credit:

"Expenses to attend kindergarten or a higher grade are not expenses for care. Do not use these exdpenses to figure your credit."

The cost is not deductible, but if enrolling the child into kindergarten allows you to go to work (both spouses if you are married), then you can claim the cost towards the child care credit. This allows you to claim up to $1,400 per child, $2,800 maximum for more than one child, towards the calculation of the child care credit, which is 20% of the costs, or a maximum of $280/$560. Note that you can only qualify for the chil care credit if both spouses are working, or are full time student(s), so if one works, and the other is stay at home, you would not qualify.
