You can report it to the police and they'll go to the base and get him by coordinating with the Security Forces.
Don't call his commander directly unless you're this person's spouse, etc.
Don't contact the Security Forces directly. Hearsay isn't going to get you very far. The police will have functional deals with the Fort and as such they'll be the best equipped to handle this issue.

Report this situation to the Military Police and
then they will report this to the CID(Criminal
Investigation Department) and from there they
will contact the person's Unit Commander and
they'll probably have the FBI in on the case
because the person is on a military base!!

Call the Military Police station at Ft Hood. Give them his name, unit if you have that and what he is wanted for. They should take care of it from there.
