Read the whole passage. Romans 1:28-32. It's talking about the time that God gave them over to their own choices and the consequesnses of their own choices. Picking out one verse from a whole paragraph is where you made your mistake. It doesn't make any sense without the rest of the paragraph.

From Romans 1:28-32--28Furthermore, since they did not think it worthwhile to retain the knowledge of God, he gave them over to a depraved mind, to do what ought not to be done. 29They have become filled with every kind of wickedness, evil, greed and depravity. They are full of envy, murder, strife, deceit and malice. They are gossips, 30slanderers, God-haters, insolent, arrogant and boastful; they invent ways of doing evil; they disobey their parents; 31they are senseless, faithless, heartless, ruthless. 32Although they know God's righteous decree that those who do such things deserve death, they not only continue to do these very things but also approve of those who practice them.

I think it is saying they have the full knowledge of God and the ability to follow him, yet they choose not to.

I don't think it's our place to admonish anyone. People know they are doing wrong, everyone knows right from wrong. I think this means we are not to go along with or associate with people who do such things. We are to "come ye out and be ye separate". We don't have to go around pointing out other's sins, but we should not go along with something that is wrong.

Yes, we should confront those who are claiming the promises of Jesus Christ, but living in the sinful flesh.

Now, Jesus gave us direct guide as to how to do this. He said lovingly , not pridefully nor arrogant. As humans, we tend to look down upon those who are fallen or led astray.

I know that sometimes I stay silent rather than come across as arrogant or prideful or God forbid, place myself above them in some way.

By all means, if God has placed it upon your heart to correct another in a loving manner, please follow that thought.

If you are speaking of those who have not yet accepted God and Jesus Christ as their creator and savior, there is no need to correct them yet, they will not have eyes to see, nor ears to hear what you are speaking about. Your words would come across as foolishness to them.

Romans 1:32 really does not address your point of tacit approval, but is referring to active approval. It is true that in all things we must be on YHVH's side, if He is in us, the hope of glory.

It is never pastoral to confirm someone in their sin. It is to in love tell the truth of the saving teachings of Jesus Christ and to deminish in no way forms a charity to souls

In context, I don't see it that way. In context, it is talking about the consequenses of unbelief. It is talking about unbelievers, who, although they know (not necessarily understand) the "ordinance of God", choose to ignore it and encourage others to ignore it.

Here it is in context:

Romans1: 18 For the wrath of God is revealed from heaven against all ungodliness and unrighteousness of men who suppress the truth in unrighteousness, 19 because that which is known about God is evident within them; for God made it evident to them. 20 For since the creation of the world His invisible attributes, His eternal power and divine nature, have been clearly seen, being understood through what has been made, so that they are without excuse. 21 For even though they knew God, they did not honor Him as God or give thanks, but they became futile in their speculations, and their foolish heart was darkened. 22 Professing to be wise, they became fools, 23 and exchanged the glory of the incorruptible God for an image in the form of corruptible man and of birds and four-footed animals and crawling creatures.
24 Therefore God gave them over in the lusts of their hearts to impurity, so that their bodies would be dishonored among them. 25 For they exchanged the truth of God for a lie, and worshiped and served the creature rather than the Creator, who is blessed forever. Amen.
26 For this reason God gave them over to degrading passions; for their women exchanged the natural function for that which is unnatural, 27 and in the same way also the men abandoned the natural function of the woman and burned in their desire toward one another, men with men committing indecent acts and receiving in their own persons the due penalty of their error.
28 And just as they did not see fit to acknowledge God any longer, God gave them over to a depraved mind, to do those things which are not proper, 29 being filled with all unrighteousness, wickedness, greed, evil; full of envy, murder, strife, deceit, malice; they are gossips, 30 slanderers, haters of God, insolent, arrogant, boastful, inventors of evil, disobedient to parents, 31 without understanding, untrustworthy, unloving, unmerciful; 32 and although they know the ordinance of God, that those who practice such things are worthy of death, they not only do the same, but also give hearty approval to those who practice them.
