Absinthe.
It is legal all across the European union and most of the world (except the US).
It is not hallucinogenic and never was.
It does not contain opiates and never did.
(thujone is not a hallucinogen or an opiate).
Unfortunately there are many myths about absinthe. While it was originally called hallucinogenic that was based on poor science and prohibitionist propaganda. Today we know that is not true, although it continues to be treated as fact.

Absinthe was widely banned in the early 20th century but a 1991 EC* ruling made it legal once more right across the EC* member countries -- including Belgium.
You're right that it's hallucinogenic: the hallucinogen is called thujone. When they opted to legalise absinthe again, legislators said that thujone levels could be regulated more effectively these days.

I'm not sure where in the world it is banned, Ive heard different stories about that. But, It is true that it is a hallucinogen. Users have described it as a euphoric feeling.

ab sinthe to give it its correct spelling is a bitter green anise liqueur containing extract of wormwood. It has hallucinogenic properties and is alleged to have inspired van gogh to cut his ear off. It has been banned for many years in many countries, a recent eu ruling allowed it back in the uk, some brands are as much as 80%abv.

It has been banned in lots of places - which might include Belgium,
I've had quite a bit on a night out and didn't hallucinate - but did have a killer hangover (I was mixing my drinks though!!)
