It is very expensive? Furthermore do you have to be a resident to work in Ghana? Wouldn't you only need a Green card?

It would be a good idea to check it with the immigration authorities of Ghana.

It depends what you're doing. There are skills shortages in Ghana and if you're bringing skills to the country there's often nothing to pay.

I'm looking at setting up an IT training centre and a building trades training centre in Ghana. If I did either or both and worked in Ghana I'd have no fees to pay, if I went down the IT line I'd also be subsidised by the Ghanaian government.

As for permenant resident status - enquire with the Ghanaian Embassy in your country of residence. I don't see it being a problem as there is no formal registration process for people in Ghana. The only time they need to register is when applying for a passport or drivers license.
