Well that depends. How old are you and how young is she? What is your fantasy? I would speculate that to some degree it is normal, but just don't try to pursue you fantasy.

Innapropriate maybe, but not "bad". You're not the first person to have had fantasies about a family member, but it's important that you never act on this. Family is for life, and these feelings will pass. Redirect your energies towards women outside your gene pool.

yes it is called incest and you can go to jail for that and be on the 6 0clock news. you need to obtain some counseling A little sister is to love and protect . not abuse.
