This varies according to the country you are visiting and the airline you are travelling on. Some allow children as young as 5 to travel as 'unaccompanied minors'. There are extra charges involved if the airline has to take responsibility of an unaccompanied minor. For example, when I was 11 I travelled to England by myself. My parents had to pay full fare for me because the airline had to make sure I didn't get lost along the way (which I hated because I figured I was old enough to travel without a babysitter..lol).
