First of all is this color photographic paper or black and white photographic paper and by darkroom equiptment, do you mean a safelight? To begin, if this is black and white paper then you need a safelight to look at the paper. On the other hand if this is color photograhic paper, under no light at all should you look at this paper as color paper is sensitive to all spectrums of light.

If you are asking about photographic paper that has to be developed in chemical solutions in a darkroom then you are limited to viewing the paper with a red or orange safelight IN A DARK ROOM or DARK CLOSET. Exposing photographic paper to ordinary daylight, even very briefly will ruin the paper. If you are asking about photo quality inkjet paper designed for inkjet printers then you can view it in ordinary indoor light.

Not really sure what your asking. Why would you wish to view paper that hasn't been developed? You wouldn't be able to see anything without it being developed anyways. Are you just tring to see what the finsh is going to be?
The easiest thing to do would be to make your own dark room. A closet where you block the light around the doors is the easiest. Should be able to get a darkroom light bulb at your local photo shop.
