Child Tax Credit is a credit to reduce your taxable income. So you dont need that if you already have none. But you can still get the additional child tax credit. Why dont you go to irs.gov click on free file and use one of their efile providers (in most cases it is free) answer the efile providers questions online and do your taxes. According to the answers you give them you will get all the credits you are allowed.

The Child Tax Credit is NONrefundable. That means, it can only reduce your tax due to zero, you cannot get a refund from it. If you have no taxable income, then you have no tax due, and cannot benefit from the child tax credit even if you otherwise qualify to take it.
HOWEVER, the ADDITIONAL Child Tax Credit is REFUNDABLE. That means that it can give you a refund even if you do not owe any tax.
