In addition to what the guy above me said, you can also restrict priviliges for user accounts to open programs. So although they can download .exe files, they can't run without the username and password from an administrator. That will give you more control over what is on the computer.

I believe if you create log-ins for your computer and use a password for your administrator log-in, you can control the settings on your computer to prevent downloads--I believe it's in the security settings. The only problem is that, when YOU want to download something, you may have to change your settings. But, as administrator, you have a lot more control over what other users can do on your computer. If you don't want to create individual log-ins for other users, you can have a "guest" log-in that doesn't have a password. Quite frankly, I wouldn't let others use your computer. Use a password to limit access when you're not around.

Cover all bases:

Set yourself up as administrator.
Make everyone else a guest with limited access.
They will be unable to download.

Also, in Internet Explorer, Tools, Internet Options, Content tab:
click enable
make your settings for violence, sex, nudity, language, and finish with requiring a password to bypass.

Setup a password on the screensaver.

Information on all these things is available by clicking Start, Help, and search for security, protection, privacy, etc.

If in XP and you are the Administrator on the computer then just go and setup their firewall to not allow FTP (file transpher protocal)

Its free and hard to change unless you know where to look (something else you should do is change the access right for the control panel that way they cant get to windows firewall to change it back.)

there isnt any software but you can reswtrict it i think on mozilla firefox whre you can get from mozilla.com

or just do it like i do and restrict it via script command
