It could be also, "you are very nice" for a compliment or a good action you have done.

You're very pretty/cute/beautiful/handsome... something like this. actually, i wouldn't use it often because it's...not saying much. it's usually used when you don't know anything positive about someone. you think "what could i say" and then you say something like that.
