You don't provide much information on your dog, so it's really hard for those of us who are familiar with certain breeds to help with a diagnosis. While it could be worms, it could also be something more serious.
If your dog's belly looks like a "pot belly" (kind of like a pig) then it might be cushings disease. My chi had cushings - and I took him to the vet because I was concerned about his belly and knew that he didn't have worms or a blockage.
Here is a link that provides more info. Keep in mind, that although there are a lot of other symptoms listed, not all will appear - and a distended or swollen belly might be the only visible sign of this disease.

Without any other info, I would either have worms or have an intestinal blockage. Keep track of what it eats and drinks and it's bowel movements. If it doesn't go down by the end of the day, or if the dog starts showing signs of distress, take it into the vet.

How old is the chihuahua? Puppy or adult?
Make sure it's dewormed. Worms can cause belly swelling.

How old is it? Is it a male or a female? It could be worms, or if female,and she's not fixed, possible pregnancy. The vet would be able to tell you why it's little belly is swollen.

It might be worms, eaten to much, or disease it might start to develop soon.. you should take it to the vet right away.
any recent symptoms showing such as vomiting or diarrhea. still take it to the vet right away. Take a good care of this adorable dog.

yes definatly sounds like worms but she may have swallowed somthing if she is off her food or acting strange either way take her to the vet
