what happnd to rest of 8.8gb, please help me what should i do to get the remaining 8.8 gb storage.

Besides those 2-3 GB taken by the operating system, your hdd doesn't have exactly 40 GB, a 40GB hard dick has actually like 38,6GB, those 40GB are counted in thousands of MB, and the system is counting the same capacity in 1GB=1024MB.
A lower free disk space after formating the hdd may be explained by the fact of bad sectors that was removed from the allocation table of the hard drive, so you don't have to be worried about that. Buy a dvd-rw and you'll have less problems with the disk space, if you know how to manage it.

Your operating system will take up about 8 - 10 GB remember, that's what runs your PC and is a very large system.
That's where your missing hard drive space is. You will NEVER have full capacity.
