Moving the paper from home to garden has worked for my dogs without fail. Move it outside with your pup and don't lay it down inside any longer.
Don't show frustration when they don't initially respond or berate them, just move them to the paper, then clean the mess! Keep the access open and reward them when they are outside and on the paper.
It took between 3-8 days of doing this for the habit to stick.

Take his paper to the garden. When he goes, praise him as if he had cured cancer! Or, next time he uses the paper inside, take it outside and show him the paper-tell him he's a good dog.
Good luck to you both! Border collies are among the smartest breeds-it shouldn't take too long before he gets the idea.

What you do is gradually move the paper close to the back door.Let him use it but each day take it closer until you have it positioned by the door itself.Then get it to where the paper is half indoor half outdoor-leaving the door of course ajar.Then move the paper outside into the garden and gradually further and further away from the house.
Eventually you take the paper away alltogether.Prob solved

You need to put the paper outside still with a bit of wee or poo on it, you also still need to be taking him out after every meal and after he has been playing you can't expect him to perform outside on his own without encouragement from you he is only 12 weeks old! which brings me to another point, 2 hours walk!!!! he's far too young for such a lot of excersise! he should be getting 2-3 15 minute walks only.

Maybe try putting some paper outside for him to do his business on. I would take away the paper from inside after a few days so he only has paper outside. Then when he gets used to it outside take the paper away all together.

When we got our puppy at 8 weeks old, we would take her outside and keep saying "Go potty" over and over. When she actually did, we would praise her like she just saved the world and give her a small treat. We continued giving her small treats every time she went to the bathroom outside, and she learned to associate doing her business outside with treats and praise. It became positive for her. But if she did have an accident inside, if we caught her in the act, we would shout "No no no no!" and immediately pick her up and place her in the grass outside. That startled her, made her stop peeing, then she continued outside. At which point, we praised her for finishing outside.
She quickly learned to sit at the door if she needs to go, and she hasn't had an accident in over a month.

You trained him on paper so that's where he thinks he should go. I really think you have to pick one method or the other. I really suggest crate training. You might want to move the soiled paper outside where you want him to go and praise like crazy when he does go outside and then slowly stop using the paper.

try getting rid of the paper from inside and put it outside, then he will start going for the toilet outside on the paper. gradually take bits of paper away so he gets used to doing it outside with no paper.

Start crating him. He won't do his business in his crate. After you feed him, put him in his crate and wait for about 10 minutes, then take him outside and walk around. If he hasn't done anything, put him back in his crate and wait about 20 minutes or so and then take him outside. This worked with my 2 chihuahuas. Now when they want to go out they come and sit and stare at me and if I say the word "pipi" they run to the door. That is their signal to go out. Each time you take him out of the crate to take him outside mention the words either "outside" or pipi. My dogs are trained to go twice a day. Morning and before they go to bed at night. And yes, both dogs were paper trained initially until a friend thaught me the crate trick. Make sure the crate you get isn't too small for him/her. One with enough room for him to stand up and turn around and lay down.
