I can't find the information for South Africa but my best guess is that it'd be a myth too and driving barefoot is allowed... just like it is in the US & Canada, in spite of what former answers say. I have seen links proving barefoot driving is allowed in all of these places & several European countries, I have NEVER seen a link or letter proving it is illegal ANYWHERE in the entire world yet. If anyone who claims it is illegal, back it up with a source! It'd be an exception.

Its a law in a bunch of places. Older cars, like a 1914 Ford Model T could not be controlled properly with the bare feet. I know why because I drove one, once.
The Ford Model A was also rather a challenge on the feet, I guess this is why the law was made.
