Go from slim/medium to slim. That should do it. There are no effective targeted fat removal exercises that I'm aware of.

work the neck (after you see a doctor, it can be dangerous)
Depends on how strong your neck is (please don't break it).
I'd do bridges on your head, head stands, and isometric exercises where you push the side of your head against a wall.
If you prefer working with weights, try standing rows or shrugs. (some older gyms also have neck machines, neck chains, but please ask someone how to use them first)
But please get a professional to watch you when you learn these exercises so you don't hurt yourself.
The cause of double chin on a slim person is too much skin for the muscle. Fill up the muscle and it should go away.

There are a number of choices available to you. Starting with the least radical:
change your diet to one of high fiber and low calorie. Eat plenty of fruit and fresh vegetables.
Exercise by opening your mouth very wide and pushing your lower jaw forward and then upwards so your bottom teeth extend over the top of your upper lip. Do this 10-15 times and repeat 3-4 times a day. Like all exercise you may need to build up to the maximum number, so don't strain.
Follow your jaw exercise by moderate slapping under the jaw line. Keep this up for a couple of minutes each time.

there is no such thing as spot reduction, to get rid of a double chin u need to lower ur allround body fat percentage.
by exercising and eating well.
if the double chin is only skin flab if it's not been overstretched the body should get rid of it soon enough otherwise...

chinups! lol
Seriously, though, some families just have chin wattle or it's sometimes called 'turkey wattle'. My family does on my mother's side, and I've considered plastic surgery to correct it. Best of luck.

spot reduction is a myth.. (removing fat it only in certain parts of the body.. e.g. chin or belly)
so, i'd advise you to jog or lift weights... and diet... you need both to lose weight properly.. plus don't do it too drastically (1 or 2 pounds per week is enough) otherwise, you'd end up with a lot of loose skin..
oh, and don't exceed 3 months of dieting.. it'll be bad for your liver and other internal organs.. beside's you'd probably reach a plateau by then...
good luck!
