This is a guy who hangs around my neighbourhood, around kids & he always sit in his car. I need to know who is he & if he has records, felonies or abuse children .

you ned to call the police is there is a suspicious vehicle in your area. A regular civillian cannot get that info unless you have his full name. You could look it up on hte sex offenders registry in your state if they have one. Also, it is unethical for a police officer to check out a persons tag/info for their own personal gain. But as you have stated, I think you have a good enough reason to call the police on this one.

Report him to the police as suspicious behavior. Explain to them why you are concerned.
Do not make a direct confrontation. There may be legitimate reasons for his behavior, that could make you out to be the "bad guy".

Bribe a cop to look it up for you. You'd be surprised at how little it might cost you.
