Frequently, engineers who specialize in product development and analysis seem to have no idea how to actually make something. Designs are often theoretical volumes and shapes, with desired properties specified in the form of material callouts.

Production engineers take this output and convert it into data to be used to actually construct and make the device. A good example here is sheet metal fabrication - frequently, designers know what size of box and that it be aluminum or steel. A production engineer would decide how many pieces to actually make the box out of and would design the flat patterns to be cut, and the backstop settings to be used in the press brake, and the joining processes (TIG or MIG or spot welding, or brazing or silver soldering, etc.) that will actually be used by shop personnel to make the box that the designer is after.
