I've worked in quarantine kennels and so have had the opportunity to see every breed at close hand.
Strength and intelligence don't always go together in a breed.
You suggest a Lab? Strength yes.Intelligence? Not necessarily. It would depend if your dog was bred from a working line or not.
Of all the breeds I would say the German Shepherd is your answer. But you need the right environment for a dog like this.It must be given plenty of exercise and plenty of mental activity as well as plenty of space. As in all breeds, bitches are the most biddable and less prone to stray.
There are other breeds with strength but which are bred for aggression -like Pit Bull Terriers.I would avoid these as they are dangerous unless owned by those skilled in their management.
Your choice of dog should also take into account your environment and other family members (young children?).
At the end of the day its temperament is more important than other factors.
For the record I now have a retriever and he's stupid, but loved all the same

a chum of mine once had a dogs that turned right into a flow between a Black Lab and a Newfoundlander. It gave the impact of a Black Lab on steroids! In iciness, my chum's father used to placed ice skates on, placed a small pony harness on Brewis, and enable the dogs tow him around the close by lake. Brewis become strong as an ox, yet dumb as a rock. in case you want intense intelligence, attempt a Border Collie.

I actually own a doberman who if is the most intelligent dog i have ever owned. She looks dumb and sometimes acts dumb but she was the easiest dog i have ever trained, house trained herself, only took a week to learn all the basic commands (sit, stay, down, hold-stand still and speak) and has never needed reinforcement training. She has also learned what not to do easily as she is very eager to please but not in an annoying way. I love my dobe and wouldnt trade her for the world and wouldnt have her any other way.

Norweigan Elkhound. They are not a common breed, but a great all-rounder dog. Super smart. Loyal, friendly with kids, protective, no smell, medium sized, only need small feeds and very clever.

The Rat Terrier is the strongest for it's size, afterall it is breed to kill rats twice its size.
As for intelligence, any dog picking on a rat twice its size is either crazy or really clever!

And yeah, the picture is of my Rat Terrier Jitterbug.
