There are many ways to combine 10 power sources

In series (20V, 150 mA)
In parallel (2 V , 1500 mA)
and combinations of serial and parallel
For example in a 3x3 array (3 in series) and then in 3 sets in parallel 6 V, 450 mA

The total power is 3 watts. The voltage and current depends on the way the panels are connected, but the total power stays the same as long as you use all the panels. You can connect them in series, parallel, or a combination of series/parallel panels.

2 volts @ 1500 mA = 3 watts, all in parallel
4 volts @ 750 mA = 3 watts, 2 sets of 5 parallel panels in series
10 volts @ 300 mA = 3 watts, 5 sets of 2 parallel panels in series
20 volts @ 150 mA = 3 watts, all in series
