My internet package puts me on to a really slow connection if I download heavily (or at all) between 6 and 11PM

The best software for this is between your ears. Unless your ISP has a peculiar package arrangement it won't be them, it's just the sheer volume of traffic that slows the net down at times - bit like an electronic rush hour.

A corporate site I use is extremely slow at times during the working day, but speeds up noticeably once offices close, whereas various other sites are quick during the day but bog down when everyone gets home and goes onto them.
Pick your time, therefore.

to stop downloading at or during the hours all yu need to do is manually disable your internet connection, eiter remove the cabel connecting your computer to your modem/router or just do a software disable from network connections.
then when you want to download or use the net then enable the connection again. very easy to do.
it all depends on what you want to do and what you are attempting to download. if you are downloading from FTP servers then use a simple ftp management program such as the great program Fastream NETFile.
if the server gets a bit slow when downloading then you can stop the download and resume later.
http://www.fastream.com freeware FTP client. beautiful program for managing all your FTP needs.
those are the best ways to stop your computer downloading at or during the hours you specify (any hours for that matter).

but your case seems more to be a network server problem. if you are on a dial up connection then strongly consider getting a 1Mbps broadband package at a bare minimum. sites are more dynamic these days and on a 1Mbps broadband can take 4 or 5 seconds to load. so a 56Kbps connection it will take up to a minute for the average page to load.

if you realy want to restrict yoru hours then consider searching www.softpedia.com they may have software to suite your needs. but why install software when simply disconnecting the cable or software disabling the internet connection when not required. that is basically all any piece of software will do. then reactivate the connection as needed.

I echo the first answer - switch the PC off between 6pm and 11pm. I also suggest you visit USwitch to find a more suitable Internet package.
