I have called, and been called about.
At a previous company all our vehicles carried the wonderful "well driven?" sticker and 0800 225533 on the back of them.
The number goes to a central desk at the freight transport Association who will contact the vehicle operator with the comments and they do require feed back, which will ultimately be passed back to the person who phoned
Many companies use the Well Driven scheme to improve their image, improve costs, reduce vehicle accidents.
The number is free to call from a landline, but charged from a mobile. Just keep the details till you get to the landline. You will be asked for the vehicle registration, and any trailer number if appropriate and then your comments and reason for the call.
Some companies offer a reward scheme to their drivers for getting good reports, bad reports are generally not punished except at annual appraisals.

Yes I have. These companies are responsble for any damage their drivers may do, so the time I called (driver doing nearly 50 in a 35 and cutting people off, including myself). They seemed sincerely happy that I had called.
I don't beleive that they just ignore you, as a reckless irresponsible driver could potentially cost a company hundreds of thousands of dollars, or more, and instead of calling to complain you could be calling to file a law suit. Yes by all means call them, it could be someone you love who's injured or worse. Maybe very shortly after you decide not to bother. It's like the guy I used to work with who did not yeild to an ambulance, and then realized they were going to his grandmother's house.

Yeah, I have - to say no! I think that's what they get used for most. I have never experienced anything from a lorry driver that has made me think that s/he's a more that exceptable chap. I will make the effort now that you've highlighted the issue. It would be nice to think that someone may get some praise from their bosses for doing the job right day in day out rather than grief for making one mistake in 10 years of service.

I have, I stopped a driver who was driving like a knob, there was not enough to put him in the book, but I phoned and they were very helpful. they called again a few days later to say they the driver had been spoken to.

yes...but its a total waste of time and the cost of a call. Yes I know its an 0800 number, but you charged for them calling from a mobile.
