I would say it is a chocolate bar, because:
1) There is more chocolate than biscuit in a Kit Kat.
2) It comes wrapped as a bar of chocolate, not in a box, like biscuits would.
3) When someone offers you a biscuit with your coffee, you do not immediately expect them to give you a Kit Kat.

I heard that the two finger kit kat is classed as a biscuit and the four fingered one is a chocolate bar.

The difference between a biscuit and a chocloate bar and a cake have attracted great debate in law as depending on the description you get a different VAT rate.

KitKats are biscuits I believe due to the percentage of chocolate on them rather than chocolate bars. Interestingly Jaffa cakes were initially taxed as a cake (a luxury item) rather than a biscuit and McVities had to go to court to explain the difference. I am led to believe that part of the case proof was that people dunked jaffa cakes in their drinks, which you wouldn't do with a cake.
