Why police officer can not carry a tape recorder to take statements in stead of spending most of working life filling forms and updating their note books, and stupitidity of the system is such that ,they have to do even more writing than ever before, because of the Human Rights Act.

Because the spoken word can be altered and edited. the statement force the Police use are signed in such a way no alterations can be made. It is vital all evidence is correct, if an error is discovered in court a Pedo or rapist could go free. Its worth the extra few minutes, don't you think?

That same question belongs to "Why dont they raise my taxes?". The answer is simple, the budget can only go so far, there are many things to spend money on,
Can you also just imagine the hardships of dealing with that type of evidence ? Think about storage of the tape, downloading it to a master tape drive, how long to keep the tape, rewinding to get to a particular tape. That is a nightmare ! AT least the paper can be inserted into the individuals file, it stays in the file. No one can say "Opps, I accidentally deleted all B & E interview files of 2005" Sorry.

Statements like the ones you are referring to must be taken under caution in a controlled environment. This mainly came about because corrupt policemen forced or "doctored" confessions from innocent parties. Worse still, guilty parties got off because of the police's shortsightedness.
The filling in of forms is to ensure the cops have done their job correctly and to give meaningful feedback to civil servants.
Unfortunately the idea of the honest cop doing his best for his "patch" is a very naive and out dated one.

Because if they had tape/video recorders they wouldn't be able to do what they do best: beat minorities, plant evidence, and spend all night speeding, racing each other to the nearest open donut shop.

I think that you are mistaken although I could be..but don't think i am.. they have the most sophisticated equipment before its availiblle to the general public ..the best security equipment,the best weapons,the best of telecommunications and almost the best of everything.. way before its available..Im not sure where you live but almost every place i have been they are loaded with the best of everything.. not that im anti police.. i am just saying I think that you are incorrect in saying that.

I think if they did it would be closely followed by lawsuits claiming a range of "Injustices" like false evidence or delusional person "took responsibility" Then change there mind

look at your local government and Federal government...see where the money is going then ask your Representative that question....
