Probably because sometimes some foolish people do things that make others laugh. !! It may not be rude always.
But at times laughing at others people can be in-sensitive and hurt the victim. In such cases, people laugh to satisfy ther ego, make themselves feel superior and to hurt victim's ego.
Generally this is done to provoke the other person.
Laughing at one's face is Rude. Such a rude laugh is generally adopted by people who think very high of themselves.

Well, I think some people are just cruel. I have CP on the left side of my body as a kid, kids would laugh at the way I ran & call me crippled girl, but I believe what comes around goes around, that's what I hope anyway

Yes, they laugh on others, if one falls or slips, instead of helping him. There are some sadists who derive pleasure, if someone suffers.
Only a handful have the decency to help them.

some laugh because ur different..
others laugh just to comfort u with ur disgraceful act..
others just do it with no reason at all...
