Politics seems to be where its all happening at the moment, so forgive me, but I'm going to ask a non-political question here as I have recieved no answers to my Q in the appropriate areas.
How do I "thumbs up" and "thumbs down" people? I have tried to click on the icon but nothing happens??

You cant access it, because you are still in level 1.
You can vote , putting thumbs up or down when you enter level 2. Keep answering questions, and try your best to have the best answer, to reach to level 2 faster.
If you are wondering how you could see your status of what level, how many points you have or need to reach to level 2 look up "my Q&A" on the right hand side of your screen below "Discover". On the same line as "search the questions"

you have to get to the #2 level befoe you can use the thumbs

level one is kinda a probationary level where you get aquainted . easy to get by .
