Depends on the company. The one I'm at right now, t-shirts out out, jeans are not, no bellies shown, trainers allowed, but not flipflops, no shorts for men, but ok for women as long as they are not too short.
But we have people who wear just about anything to work.

Well Steph, I believe "business casual" would be along the lines of a nice ladies polo, and some khaki pants. I would say some Loafers or some other semi-dress slip-on shoe would be acceptable. If you would rather be more business than casual; A business suit would impress...Above and beyond I say. I listed the definition below, hopefully it may be of some help.
Definition: attire that is acceptable for an office but quite casual, varying depending on the type of business and workplace

Some businesses are more conservative than others. In my workplace business casual = shirt & tie for the guys (not necessarily a suit) & for the women, appropriate length skirt or pants and a sweater or shirt & jacket.
You may want to clarify with your boss or just look around at the other employees & get a feel for their interpretation.

When I am asked to dress business casual I go one of two ways. I will either wear a polo shirt, tucked into khaki pants, with a belt and shoes (not tennis shoes, more along the lines of Timberlands. Or I will wear a button up dress shirt, minus the tie and the top button left unbuttoned, tucked into dress pants, with a belt and dress shoes.

Business casual means "above jeans and a T-Shirt, but below suit and tie." A nice dress shirt and slacks is the always acceptable form of business casual.
For more specific interpretation the best thing is to see what your co workers wear.
Sweatshirts and sandals are below T-shirt and jeans.

The rules can be very vague and different companies adopt different interpretations of "business casual".
At my company men usually wear a sports coat and trousers - sometimes dress shirts and trousers. Shirts, whether button-down or knit pullover, must have a collar. Women can wear pantsuits or tailored pants with a sweater set or blouse.

No need to wear business suits or jackets; or dresses/suits and heels
Women: skirts/slacks; sweaters, blouses - no jeans, cutoffs, dockers, t shirts; flip flops/sandals/tennis/sneakers or revealing tops
Men: pressed khakis; other slacks or cordoroys; sweaters; sports shirts - no jeans, sandals, flip flops, tennis/sneakers, tshirts
I am truly 'blessed' as my Tech Firm has a CASUAL dress code...jeans, sneakers, tshirts, sweat shirts, sweaters, dockers, skorts - really nice!

Well, the definition of business casual varies not only from company to company but also from region to region.
From what you've said, it sounds like khakis, corduroys, cargo pants, sweaters, button-down shirts, and polos are acceptable. Now, the jury seems like it's still out on sweatshirts and hoodies, but everything else directly above that seems okay. I like to use the 'nice dinner' rule of thumb. When you are choosing an outfit, pretend you are going to a nice dinner with your girlfirned's parents. You can't go wrong then! ;-)

I think it means you can wear casual outfits but mixed up with business. Like for instance a nice cargo pants with a elegant buttoned shirt. Obviously you cannot wear sneakers or jeans, that may come off as too casual.
