A very small tip is insulting. So, if the service was mediocre but not bad, you can decide whether to leave a tip. Most service staff get paid very poorly and are expected to live off of their tips.
An extremely bad/rude server gets a couple of pennies. This the way of saying "I didn't forget to leave a tip, you just don't deserve one".
I would recommend filling out a comment card rather than confronting the server directly.
Note: This is for America. I understand Europe pays their staff better so a tip is an actual bribe for better service or appreciation of better service.

In America, waiters are paid very little. They do not even have to be paid the minimum wage. So your bill does not really cover the service. In spite of that the waiter does his or her job without knowing what if any tip they will receive.
I will always give a tip unless I feel the waiter was deliberately rude.
If the service was poor and the waiter clearly was not attentive or completely distracted, I would tip the minimum (10% - 15%)
If the service was adequate, I tip (15% -20%)
for great friendly service I tip 20% and up.
When I tip 15% or more I always try to make sure the server gets at least $1.00 per guest ( I don't often eat at expensive restaurants )

I will leave tip and would not consider anything else because there could be a dozen reasons which makes it seem that the waiter did'nt seem to work for it, a few reasons are as under:
1. Waiters are not supposed to work for tips, they must cater the needs of customer to the best of his/her ability.
2. Maybe the Restaurant is short of Staff and workload on the waiters is more than what they can take thus making you believe that the Waiter was'nt efficient enough.
3. Maybe the Kitchen is under-Staffed causing delays making you believe the Waiter is'nt attentive / efficient.
4. May be the Waiter is undergoing severe tension on Work or at home and is'nt able to attend you properly ( you may hint him/her for that)....and many more such reasons.
The only thing which justifies not paying tip is if the Waiter is rude, he/she should rather be reprimanded by reporting the case to Hotel/ Restaurant Management !
Afterall we are all humans and should look at this World positively, and old saying goes " To err is human and to forgive...DIVINE"....

i will usually leave a tip anyway, but there are exceptions, If the food is slow and the waiter lets us know about a back up no problem food arrives late and cold problem. Rude waiter problem. If waiter doesn't check on table for food acceptability or for drinks definitely a much smaller tip. On the other hand great service deserves great tip and possible mention to the management about that. Same with horrible service.

Do you know how much waitress' make an hr?... Here in MA they make 2.63 an hr, to deal with ignorant *** people who complain about some of the dumbest sh!t just to try to get a free meal out of situations... The majority of people are decent but you get those people and Im telling ya they take a toll on the waitress' and when you look at the fact they are making 2.63 an hr.. Tell me if you worked 8 hrs a day on your feet running around and at the end of the day you only make 20 dollars(in your paycheck before taxes) that "hard work" goes down the drain real quick when you deal with some of the people waitress' and waiters deal with and the fact that they have to pay thier bills off of tips from the people they are SERVING!

I would leave a tip unless they were really awful, and then their tip would be the change left from the dollar of the total. We eat out a lot and that has happened only once.
I grew up in a family that would deliberatly find things to criticize about the meal so they could have a reason not to tip. So many waitpersons got screwed when I was growing up that feel almost obligated to leave a tip these days. Plus, I found that if you tip well, people remember you the next time you come in.

Yes, I say this because the wage for this career is usually poor. I've known waiters and or waitresses who were not the most "friendly"; however, I was not left with an empty glass or waiting for items I had requested. Ten percent minimum rule regardless of the grade of service, and fifteen to twenty if the service was excellent. This is just my personal opinion.

Probably. I wouldn't leave a great tip, but I'd leave one. My "thing" isn't if I think someone didn't work enough for a tip. The thing that will stop me from leaving one is attitude from a server.
There are a lot of factors that servers have no control over, so sometimes it looks like they didn't work hard enough when, really, it wasn't their doing. Attitude is a whole different thing, and it comes in the form of being a "troll" at the customers or fooling around without working.

If you had bad service (really rude) then I would not tip and then talk to the manager or to the server themselves and let them know how you felt and why you are not leaving a tip.
Otherwise, I would tip according to the service.
-Or you can do like a friend did once - left a note on a napkin "TIP: Look Both Ways Before Crossing The Street"
It was funny at the time, but the lady was a real b*tch, really. I wouldn't do that now that I'm older though... :p

Waitresses get basic pay therefore my tip will entirely depend on the service they provide. To me tip is my way of appreciation or say thank you so if I don't get the service I don't tip. I've had this argument with my friend a couple of times, well she is a waitress herself and she feels she has to tip everywhere we go. My point is how on earth are they suppose to make effort if they get tip irregardless of how they serve you.
