Yes, there are a few ways to do it however, it will take some time if done by public transit. From Downtown LA you can use LADOT commuter express route 422 or 423 to Thousand Oaks mall and from there a connection can be made to the VISTA system which runs through Ventura county and into Santa Barbara. As an alternative you could use the MTA Red Line subway to the Universal city station and then take the Rapid bus #750 to Warner center where you can also connect to the Vista system that would again travel through Ventura county and then into Santa Barbara. The total cost would be about $7 to 8 dollars depending on which routing you used. If time is a factor I would recommend Amtrak's pacific surfliner train which is about $19 to 22 dollars each way during the week. Finally during peak rush hours the Metrolink train system does go to Ventura county but a conection would still be necessary to the Vista bus from there and the Metrolink fare is not all that much less than Amtrak with the connecting bus fare added in. Hope this gives you some options. I'd try the bus choices and see how you like that then compare it to the train. Good luck!

Use Amtrak to get to Santa Barbara or Goleta and then use the Santa barbara bus system to get to UCSB.
