Huh - sounds like a classroom question.

FTP = File Transfer Protocol

It's a common method for transferring files to and from like and disilmilar systems.

get - use to fetch a file
put - used to store a file
binary - changes the mode to binary from ascii
cd - change directory
newer - retrieves the file only if it's newer than the one on the local disk

Many free FTP programs. Go to http://www.download.com and search ftp. You will find many. By the way FTP stands for File Transfer Protocol.
