I have a tuner card in my computer. When i connect my satellite receiver and PC tuner card with 1meter RCA cable (2 audio and one video) everything is perfect. But when I use a 10m cable the picture becomes blur. Is it because of the resistance of cable?

It's the capacitance per length of the cable. Different cables have different capacitance, so you would want one that had the lowest capacitance for 10m. Some cables have something like 60pF/m and others have 10pF/m; you can see that the 60pF/m would be a bad choice for a 10m cable (600pf total). Most driver amplifiers don't want to see a large capacitance load.

The low capacitance cable is very expensive but requires no additional amplification (and could be physically large in diameter). An alternative would be to get an amp that could drive the full 10m with your present cables. This could cause sync problems with the audio and the additional amp can cause additional video distortion.
