Why does an open face spinning reel in one of it's two modes (after the switch is flipped) not allow the line to be reeled in...only out? I can see not allowing the line to be let out, but to not allow it to be reeled in seems strange.

turning the handle forward reels the line in then flip the switch lets you turn the reel handle backwards to let line outwithout opening the bail i never use it just loosen the drag and pull line out by hand and at the same time you can check your drag or aka brakes on the reel

When you turn the handle the bail closes and you can reel the line in.
