More than likely, scaly face mites. An avian vet will probably give you some diluted Ivermectin which you will give by mouth to your bird. You will also need to treat his cagemates, as they may not show signs of them yet, but are more than likely already infected. Don't worry, I am sure he will be fine :) very common in budgies, but don't wait to go to the vet because the mites can permanently disfigure the beak, causing eating problems.
P.s. Please don't use oils as they will get all over the feathers, resulting in saturated feathers, causing possible severe heat loss for your budgie. Not a good time of year to lose your insulation!!!

The most likely diagnosis is a mite infestation with "Knemidocoptes". This microscopic mite can cause scaliness and itching of the cere (base of the beak), legs, vent, and sometimes tha back. In most cases it just affects the cere and legs. Knemidocoptes mites are curable, so go see a veterinarian that works on birds.
There are a few other possible diagnosis as well. Certain allergies and infections can cause similar lesions. That would be very rare however.

Your bird has Scaley Face,caused by the mite Cnemidocoptes Pilae,which produces a series of coral- like encrustations, typically around the beak. In severe cases,it can spread to the legs and even to the body, and may lead to malformation of the beak.You can buy creams and lotions from your pet store,but in my experience,its best to consult your vet.If you have any other birds please separate them, as this is highly contagious.

By the sounds of it your bird has Scaly Mite - a very common mite in Budgies.
What you need to do is take to vet and they will treat it with ivomectin one drop on back of neck or else they may ask you to use parafin oil on the beak and feet daily, this must be done carefully so please see your vet first!
PS Ignore all those imbeciles that made fun of your sick bird :)

take a q-tip and cover the feet and face with mineral oil 2 times a day, for about a week

I bred two budgies several years ago, and they had sweetpea. I loved that bird. Next thing I know, I wake up one morning and he is dead. He had mites, and it sounds just like what you described. Its possible the bird has a bacterial infection. A vet visit is called for.

Yuck
Eat nourishing food with plenty of fresh fruits and vegetables being part of it. Chew each morsel at least 32 times. This will activate signal to the brain as soon as u have had enough. Besides this change in eating style, take regular light exercises and brisk walks every day. U will be able to gain/shed all extra weight gracefully and in a reasonable time span. No food or drink in between the food and not more than three meals a day, unless u r diabetic."
