In a nutshell, we all have our own culture whether it be defined ethnically, racially, linguistically, occupationally, and etc. By preserving our culture, we are not despising or disrespecting another culture. According to Webster culture is shared attitudes, values, goals, and practices that characterizes an institution or organization. Therefore, by preserving one's language, traditions, values, goals and the like, one is not negatively impacting other cultures. However, Chavez assertion is highly debatable. For instance, did Hitler's so called preservation of pure Germanic culture contempt or disrespect the Jewish, Gypsy and Homosexual cultures? You bet it did. On the other hand, does an immigrant family that speaks their native tongue at home, while maintaining their host country's tongue outside the home disrespect their host country's culture? I think not.

first off....its real meaning lies within Mr. Chavez.

He might have stated such a statement maybe because some of his activities are being questioned MOSTLY of outsiders or foreign entities to his country. Probably, what he does is normal to his country and is just continuing of a long established "culture" and/or "tradition" BUT unfortunately might be different or totally opposing to that of other "country's culture" thus his statement.

The statement can be explained by an example:

Somewhere in Africa, there is a culture where girls are "circumcised" which is very offensive to most of the cultures around the world. But who are we to question their "ancient" culture, especially if they are rejecting our education? Its their right and we are not in any position to intervene when THEY already stated their non-conformance with the rest of the world. This is what is normally called "respect" to others own views.

I believe it means that in order to keep our own culture intact we sometimes have to "snub" or ignore other cultures. This can sometimes come off as disrespectful but it's a necessary measure at times when it comes to insuring a cultures existence in the world
