Because He is Highly exalted by His people and because He is Holy - not because He is literally 'high in the sky'. 'Most High' means 'above all' and being the one and only TRUE God, the Creator and sustainer of all things. There are NO other gods above Him!

Because there is no other person that has not only higher power but also higher authority, he is the one who has the Authority to give to others so there are no other gods above Jehovah he is the one who can do anything!

Because all of us worship Him from very low ebb of purity and sincerity! In between us there are lot of leaders who dictate certain terms for worship. But God sees every heart of his creation alike...

Genesis says He created the Heavens and the earth. Note heavens is PLURAL.
He is in the Highest one.

What you think is probably a rather clever play on words, but I rather doubt that is what it means. I think it means since he created everything, he has the absolute right to rule over all of it.
