Got neighbors who the guy works for the apratments.. and he disturbs the peace ALL the time and they do notihng to him. Matter of fact, they even sent this idiot into MY apartment on a maintenance call, and I complain about him constantly!!!!! I dont know what to do any more. The after hrs dont start until 10 and it doesnt do any good, the security guards know him too.

If he really is loud and partying (not just living) call the police. The Apartment complex will be charged by the city (at least in my city) if the complaints continue and they do nothing. Get a complaint number each time.

Move. Find a nice place for about the same rent and move.
even if it's $100 more, it will be worth it for the peace and quiet.

Yeah. My neighbor likes to play his surround sound so loud it surrounds our apartment too. That and he likes to smoke his nasty *** cigars outside because his wife won't let him smoke inside. So she doesn't want her apartment to stink like crap but she's OK if someone else's does. They suck.
