Because the saxophone produces sound by way of a reed. Flutes and piccolos are actually the only woodwinds that do not use a reed to produce sound. In years gone past however, flutes and piccolos were made out of wood, so they were classified as woodwinds. Nowadays, orchestral piccolo players use wooden piccolos to give it that warm sound.
One easy way to distinguish woodwinds from brass is whether or not an instrument has keys. All woodwinds have keys. No brass instruments have keys. With the exception of the trombone, which has a slide, all brass instruments have valves. (There are valve trombones out there as well...)

Because the mouthpiece on a saxophone requires a reed. It also is fingered in similar fashion to other woodwind instruments. No valves or slides. Too bad its not a brass instrument then maybe we'd qualify for a spit valve. Some saxes nowadays are made out of plastic.

Even though a saxophone looks like it could be a member of the brass family, it's not because the saxophone doesn't use a mouthpiece like, for example, a trumpet. The saxophone uses a reed like a clarinet does.

The family of brass instruments is classified by the way sound is produced. They are, essentially, voice amplifiers. Woodwinds produce sound with vibrating reeds (with the exception of the flute). Saxophones were never made of wood, but the wood is what makes the sound. Flutes were made out of wood (and some of them still are).

Because Saxophone actually was first made by the Bamboos not of brass. Later on improvisation changed it into brass made instrument.
