In the winter time, the air is dryer that normal. When you rub your feet on the carpet you build up a static charge. Since the air is not as humid, the dielectric constant of the air is different that in a humid environment.

When you bring your hands or any part of your body close to something grounded, an electric field is building up between your finger and the saw grounded screw of the light switch. Because the air is dryer, the dielectric breaks down before your finger hits the screw and a current (spark) jumps from your finger to the screw. In a more humid environment the dielectric will not breakdown until after you touch the screw. The current does not spark as the charge leaves your body.
