it could be from your sound card or cables that connected to your sound card to the speakers, try to take it of and put it back again your sound card and check the volume control whether your mic (input) volume had been turn it off (it should set to off since it will create feedback volume that sound like a jet plane)

Maybe it's bc it thinks it's an airplane. Try to sit on the top of it and see if it takes off. LOL.. just kidding. It looks like you need a new power box. Or maybe there's something stuck on the fan making that noise. Buy some caned air and spray behind the CPU near to where you plug the power cable.

Sound level has nothing to do with whether it is software or hardware.

If it is constant, it could be the harddrive going bad--- back up your data now!

If it comes and goes, it could be a fan going bad. Again, back up data because if a fan goes, it will make the motherboard heat up.... and that will cause damage. Eventually the computer will die.

You need a repair man.
