We have been friends for years. We discussed being more, and we stayed friends. Now, we have a much closer friendship, but she is always discretely rubbing her feet against mine intentionally. She is a touchy girl. She knows she is doing it, and even gets nervous and looks down when it happens. The intensity picks up the more I do nothing. I really need to know! Why is she doing this?

She soo likes you but is too shy to do anything else. You need to make the first move. I did the same thing with this guy I liked but instead we did like a leg touch thing and a hand touch thing. We haven't gotten anywhere yet so ya. But ya he did it back and then we would get embarrased haha. But ya show her you like her by doing something too.

The areas that sense touch of the feet are very close to the areas of genitals .. or so i've read

Maybe ask her why she rubs her feet against yours, but say you don't mind but you are wondering why.
