I am not sure where you came up with this one. Francophone refers to French speaking people, it has nothing to do with communications in that respect. You can talk in any language on a regular phone---I guess it all depends if the person on the other understands the language you are speaking--- I guess they can just grunt or chuckle their acknowledgement of you speech.....

Did you mean a translator, as they told you francophone is a person who speaks >French so i am thinking you divided the word in two Franco : French and phone.
