Next time they call say something like, "Why do you keep calling me John Smith at 232 Maple St, Anycity, CA? The police have been told your name and address. I guarantee they'll stop calling.

Very simple answer. The police. Make an initial report and then keep a simple log of when you received the call what was done or said, the duration, and any numbers which may show up on your caller ID. If they leave a voice mail, save it, and allow the responding officer to hear it, as in some states, its a requirement that the officer or a second party be a witness. You might also need to file a second report if you continue to receive the phone calls, although i think the one should suffice in most jurisdictions.

Depending on your states laws, you may want to invest in a cheap recording device. If it is legal, record all conversations with this person. Also if your phone doesn't already do it, or your phone company doesn't provide you with a detailed call list, start writing down the caller ID number (if it shows), the date and time they call. Call the cell phone company and see if they are able to help you at all, and file a report with the police. Your phone company might be able to block this call (if you have the number) or any "unknown number" calls.

get the caller's number then report him to authority. They should do the necessary actions to block or terminate this caller's account for good!
