I'm trying to tone up my arms and legs...and have a nice sculpt to them. The last thing I want to do is have big bulky muscle though. Whats the best way to simply tone arms without gaining tons of muscle?

large muscles come from a combination of lifting heavy weights and an ever increasing caloric intake as lean body mass increases.

it is physiologically impossible to continually increase lean body mass with out increasing the caloric intake. it doesn't matter how much weight you train with.

and high reps with low weights does not increase definition. for people that are relatively new to resistance training this actually increases lean body mass by increasing the time under tension to a level that is necessary to stimulate hypertrophy.

Firstly, it is very hard for women to develop "bulky muscle" due to the amount of anabolic hormones in their system. Unless you work very hard at producing bulk on the female frame, it won't happen, unless there are an excessive amount of anabolic hormones present in your system (rare).

Second, to get that "toned" look it is all about lowering your overall bodyfat percentage. Best bet here is to mix strength training at the gym (remember, you won't gain too much muscle) and lots of cardio.

Try the exercises in David Kirsch's ultimate new york diet (book/dvd whichever). They work wonders for toning.
