Or look it up on www.anywho.com, one of many FREE services on the net. You can also try a search on the phone number; many times it gives you the name and address. Doesn't work for cell phones.

Its called a reverse phone book and the emergency officials have them (fire, police).
They are usually "off limits" to the general public, but sometimes you can find them.

You can't you can only predict where someone might be.
The first three numbers in the whole number tell you what the area is.

Reverse phone directories - theyr are all over the internet. www.switchboard.com has one.
the catch is, they aren't free. You have to pay for them.
